Organisation Support and Development or OSD is one of the three directorates within ETBI and is responsible for the governance and management of ETBIs administration and oversees the management of ETBI resources across the Human Resources, Finance including Procurement, Corporate Support and ICT Functions.

The OSD Directorate facilitates and supports the work of the OSD Directors forum on strategic sectoral issues. Within each Education and Training Board the OSD function is responsible for leadership of the organisational administration function; governance and management of ETB services and workforce planning and performance management.

OSD Forum Groups

The work of the OSD Forum is supported by six Tier 1 groups which engage collaboratively to support the work of the ETB sector.

The HR and IR Group is an ETBI group established at policy development level under ETBI structures to support collaboration amongst ETBs, continually improve practice and, develop draft proposals, policies, procedures, information and resources in areas of HR and IR practice, at all times having regard to sectoral priority needs and the requirements of the Organisational Support and Development (OSD) Forum and the Chief Executives’ (CE) Forum.

The ETBI Human Resources/Industrial Relations (HR-IR) support services provided supports regarding pensions, policies and procedures, mediation and links to Circulars, ACTs related to HR and Post of Responsibility appeals.
